SR - is this on the longest harness 'loop'?

A family member in another state says the harness on her SR (I think it's a 32) is too short to fit around her son. He's only 5 mos old. I know that there are 2 'loops' for the harness on some (or all?) SRs. She sent me a pic but I can't tell if it's on the longest or not. I am not good with puzzling out pictures, I need to put my hands on things. Can anyone tell me if this looks like it's on the longest harness loop?

The hip straps are not yet on the longest loop. That should give her a little extra harness.

The hip straps need to be adjusted and I sincerely doubt a five month old needs the topmost harness straps. She needs to move them down, which will also give her several more inches of room.

That's what I was going to say. I know we have 1 baby here who needs those top slots I think, but Olivia is 9 mos and just even w/ the middle slots. Has been for months! We haven't adjusted the hip straps out I don't think and she has plenty of room. They know now to use fluffly jackets and stuff right, no Bundle Me.

I'm also thinking the top slots are probably above his shoulders and should move down a bit

I did tell her about the aftermarket stuff before he was born. And there wasn't any 'junk' in the seat in August but I haven't seen them since then. I will make sure of that when I write her back. And I will mention the hip straps and the harness height. Thanks!
