Measuring harness height

Is there a standard way to do this--cover on, cover off, installed or not, etc?

I know it seems like a nerdy question, and maybe it is, but I measured my Nautilus at 17.75" harness height with the cover on, and when I took the cover off and measured all the way up to the top edge of the top slot, I got the 18.5" I often see quoted. Personally I think measuring with the cover off is sort of cheating, because no one would use the seat that way..

We get 18.5" for a top harness slot because when we measure we compress the fabric which simulates the weight of the child. We don't take the cover off.
