I've wondered about that for three years. Ours was always being pulled back by the kiddos - though neither ever thought to pick at the foam.

I helped an online friend with this issue a while back. Her dd's were picking the foam off. Evenflo sent her a different cover. Apparently, she wan't the only one having a problem.
