Potentially irritating billboard

So I'm out driving today, and I'm sitting at the window at Starbucks and I see a billboard.
It has a picture of a baby in a carseat and the car seat isn't actually "anywhere"... kind of just floating on its own in the middle of the sign. Its caption is "Tether. Anchor. LATCH."

It's hosted by safercar.gov

That really was all the information on the sign. Doesn't that seem like a waste of money for a billboard with such a lack of information and information that doesn't even make sense, really? This is probably considered a low income area with a lot, lot, LOT of car seat misuse, and the majority doesn't even always speak English. Kind of seems like a bad choice of location to put a sign that doesn't actually mean anything useful.

What is the point in that?? Since I bet most parents don't know what the heck that means.
