Per the 2007 LATCH manual in the Plymouth vehicles section:

Tether anchor installation program: Daimler Chrysler dealers will install tether anchors in certain older model-year Chrysler Group vehicles free of charge. Please have the dealer refer to Technical Service Bulletin 23-08-00 Revision A for details on this policy.

Tether anchor part numbers for the '96 - 2000 model year Plymouth Voyager and Grand Voyager:

2nd row center: N/A

2nd row outboard: 04864118AB

3rd row center and outboard: 05018506AA

Notes: (5) TA points on floor behind seat
