When did the Cosco designer 22 change their lowest strap heights?

The info I have indicates that the lowest harness height was 9.5", but when I had my hands on it, it was definitely lower - like 7". (Which is good because it was for a 6lbs NB)

Anyone?

mine was made in April 2009 and the bottom strap measures 7.5 inches i used it for my two babies DS 7.3 21 inches & DD 5.5 17.5 inches although when she was about 6 weeks old i realized it had a minimum hight of 19 in oops she is still using it at 10 months old just moved the straps up to the third slot last month so she has lots of growing room yet
