ISO: 19" Apex for a friend in need

I have a friend from a birth board I participate on. She is having tons of financial issues and is getting evicted from her apartment. Along with all of that, she has had her 4 year old son, 40 lbs, 16.5 inch torso riding in a Cosco 5pt HBB that he has been too big for, for probably over a year.

She has pinched pennies and saved $100 to buy the Apex but I told her most Apex's only have 17" tops slots which only gives him .5" of growing room. She is going to check out her local BRU to see if she can find a 19" one, but I know its totally hit and miss, and I dont even know if I have heard of any 19" ones in a while.

She is going to apply for the David Kyle Miller fund but I don't now how long that will take and if she would qualify.

He son is very immature. He still is not P/T'd and has some behavioral issues so I, and she agrees he should not be in a booster.

She is willing to pay $100 for the seat and shipping, and I, though low on funds my self, may be able to pitch in a few extra dollars if more is needed.

She lives in Washington County Maryland, so if anyone lives there or knows a good tech in that area I know she will be needing one of those too!

I would really appreciate any help that can be given.
