conversion van and car seat

We just bought a 1991 conversion van and I was reading the owners manual and it said the baby needs to be by an adult at all times. I was wondering if it would be ok to put my DD who will be 11 mths tomorrow in the front seat because I am the one who drives the van and there isnt an airbag in the passagner side.Another ? I have is how do you put alocking clip on?The seat belts are tight but dont retract.Thanks in advance for your help.

Some suggestions-

The rear seat is much safer for all kids 12 an under. Even without an airbag, the front seat is an alternative only if there is no suitable seating position for the carseat in back. In that circumstance, it is acceptable to put a rear-facing carseat in front if there is no passenger side airbag.

If you have a chance, I think it would be a great idea for you to get a free checkup from a local certified technician. They can determine if there is a suitable position in the back of your van, and show you how to properly use a locking clip in person.
