I'm a little confused - I realize children are safest when they are rear facing - But the child in the story is in a Britax Roundabout and is 36.5 inches tall - You're only supposed to leave the child rearfacing in the Roundabout until they are 30 inches tall. Is this safe to do ?

Rear-facing does have significant safety advantages.

For height, the rule of thumb for practical safety reasons is from the American Academy of Pediatrics:

"If a car safety seat accommodates children rear facing to higher weights, for optimal protection, the child should remain rear facing until reaching the maximum weight for the car safety seat, as long as the top of the head is below the top of the seat back."

Some advocates add a 1" rule to the top of the seat back for a conservative margin of safety.

Of course, in some cases, this could conflict with an [arbitrary] height limit in the owner's manual. We do recommend that parents follow the owners manual or contact the manufacturer if there is an issue like this. In some cases, a parent may make a "tough choice" to exceed some specified limit because this may actually be a safer choice based on their research.

My daughter is rear-facing in her Roundabout. She has a bit less than an inch to the top of the shell. She is now 28 months, 29 lbs and 34" tall, so she will be turned front-facing in the very near future. I made a choice for myself to keep her rear-facing, knowing all the safety benefits. I would not advise any other parents to exceed a limit in their owner's manual without carefully researching the subject.
