Is it safe to use the infant seat without the base on a regular basis? Does the base give added protection or is it a "conenience base"?

Well ... if the manual says the base MUST be used, then the seat can never be used without it - if the manual says it is safe to use without the base, then the same federal safety standards have been met either way 
If the manual says it can be used without the base, then I would say it's a convenience issue - also, knowing that the base is secure means that when the seat is clicked in place it is secure ... verses trying to install the seat each & every time, which can mean that it might not be installed correctly if you're in a hurry or just unfamiliar with a safe install (see a tech *WINK*)
Also - in some situations it might depend on whether or not the base fits ... if you have a small vehicle & other carseats to squeez in a baseless infant seat can be easier to use (again, follow the manual)
Personally, when I have more kids, I'm just going straight to convertible without bothering with infant carriers
