Using Frontier85 in booster mode

I am borrowing a friends F85 for our Christmas travel. It is missing the lower latch anchors. Are they required? I know part of the reason for using the latch is so it isn't a projectile if you are in a crash and the child isn't in the seat. If it DOES need the lower latch....We are using the seatbelt to hold my daughters harnessed F85. Can I take her lower latchs and use them instead?
Also, our pediatrician advised to pull the seatbelt all the way out to lock it after buckling the booster kid. Is that right? Or are you just supposed to pull the slack out of the belt? Thanks!!!

Do not lock the belt with a booster. It is not recommended, and some cars and some seats actually forbid it.

Why is the LATCH belt missing? I would be leery of using a seat with missing parts -- you don't know what else might be wrong with the seat.

Thanks ladies! The lower latch strap is missing because it was so dirty she knew she wouldn't be able to clean it enough (came from a home of 3 boys) and since her kid was over the weight limit for the latch anchors in her vehicle she just removed it.
