Is it safe to install a booster seat in a 18 wheeler for my 70 pound 6year old daughter?

Offhand, I don't see why not. As long as the seat has a lap+shoulder belt, it should be OK. If you have a frontal airbag, deactivate it if possible. Also if possible, move the seat as far back as it goes.
