GRACO INSTALLATION QUESTION

I have installed an infant seat in my car with the separate base unit. Is it possible that I installed the base too tightly? Whenever the seat is in the base, you can lift up on the front side (side towards the front seats) and without much effort, slip the base/seat out from under the seat belt.
Did I install wrong, or what problem am I having?

This could be a problem-

It usually is pretty difficult to install a carseat too tightly. For reference, can you please list the exact model of the carseat (Snugride?) and of your vehicle? This might help someone else who may have seen a similar issue.

While it is not a problem that you can rotate the head-end of a rear-facing seat upward, it is a problem if it comes free of the seatbelt easily.

I do not have the model number handy, and the vehicle is a 1995 Nissian Altma.
One of the local cops is an inspector listed, I didn't even think of checking with him. I'll take the car by and have him take a look.
