too much light at night from vehicles

Do you have photo of the location of the supplemental lights? A 125 candela light mounted on the bumper or lower would need to be majorly misaligned (and even then, I would be surprised) to cause discomfort to oncoming drivers.

All I can say is this sounds awfully strange.

too much light from oncoming vehicles

Good Morning Yes I have a photo if you have an e mail
# I can send it to you,

The lamps serve no useful purpose other that

(1) waste fuel
(2) cause complaints from oncoming vehicles
(3) prevent drivers trained in safe vehicle operations, from exercising accident prevention and Defensive driving skills that are taught to enhance driver and road safety to

ie. shut off unrequired lighting when meeting oncoming vehicles

(4) provides too much light towards oncoming vehicles when this vehicle is parked on the road side or street curb

We will remove the lamps on the first opportunity

To provide respect for other drivers who share the highways systems

Safe vehicle designs do not allow unrequired whit light to remain lit on clear weather nights

No useful purpose? Are you kidding? Anyway:

(1) Waste fuel - Okay, tell me how many pennies a year. Four? Okay, I'm being unnecessarily sarcastic there, but really?
(2) Cause complaints from oncoming drivers - Really? From a pair of 125 candela bulbs? Given that headlamps are typically 10x or greater candela epending on the location in the beam pattern, I have a hard time believing that two 125 candela bulbs mounted on the bumper or lower bother anyone, unless they are horribly mis-aimed or of a weird color.
(3) This is contingent on #2 being a real concern.
(4) See #2 above.

Do you happen to know the luminosity for these lamps? Candela can be tricky depending on lens design, beam pattern, etc.
