we have a baby that is a year old, weighs 23 lbs and is 32 inches. RF in a SS1.
Now, most of you will say 'NO! the SS1 only goes up to 30 inches', BUT she is 1.5 inches from the top of the shell.

So, because she is still within RF limits for this seat visually, but on paper she has outgrown it, would you feel comfortable keeping her in it until she actually truely outgrows it?
Are the height requirements set in stone or is there some flexibility because of torso and leg length?

She is fine. Seth could still fit in one at 34.5"...
The height is not set in stone as long as they have an inch or more of hard shell above their head.

Weight limits are set in stone... height limits, not so much. I go by the physical signs of when a child is outgrowing a seat by height. One 32" child could have a very short torso and fit in the seat, while another 32" child could have a long torso and be over the top of the seat. In cases where a child's head passes the 1" from the top rule but the child technically is under the stated height limit, I would not recommend continuing to use the seat until the stated height limit.

Sorry, a little more than you asked for, but just giving perspective. To answer your question, yes, it's fine. :)
