Uptown crotch buckle question

Does anyone know the rules for the uptown crotch buckle? Right now I have it on the middle one for my 2.5yo and I'm always digging the dang thing out from the abyss, it seems. What are the specifics as to whether I can put it on the outermost setting? My manual is in storage :o

You can't use the outermost setting for RFing. Only for FFing. If you are RF you have to use one of the inner two settings.

I know, but the outer setting is right on the beltpath. I agree that even the middle setting is pretty far in. I was unhappy with that for the one week that I used that seat. :o
