Cheap seats for a friend

A friend has had her 10month old riding in a 3pt infant seat. The little monkey has learned to flip out of it and he is now riding in my RA until I can get a new seat for him. He is tiny and weighs just over 17lbs. He is right over the lowest slots on the RA and I expect him to have another year+ of torso growth in the Ra Rfing. I have been stalking big lots for an uptown with no luck. I don't care for the scenera. I had a aoe that I really loved for rfing and have considered one of those. I have looked at the titan as well. I think he would make it to 4 in a 40lb seat based on sib growth and his current curve. I would like to get a seat for about $100 shipped or less preferably.
What seats should I consider?

Safety 1st Avenue, $85 at KMart or Sears, $70something plus shipping from overstock.com. There's not much else I'd recommend in the <$100 range, especially since you have nixed the Scenera.
