I had my installations/seats checked last Friday. I had good installs and the techs were impressed with my CR knowledge, and super impressed that my 3.5 yo was still RF, apparently they had also never seen a RN80 before. I blamed all you on car-seat org :D...anyway, they only had a few things that they had issue with, the mirrors, the seat seat protector (I know, but I got the same install with and without so I felt it was fine, but i took it out anyway) and my vehicle seat belts.

I have my CR installed with the lower LATCH rather than seat belts. The Techs told me that I needed to have my vehicle seat belts fastened and locked to preclude my children pulling out the seat belts and possibly strangling.

I understand the hazard, but in my 06 Tacoma Crewcab truck, the seat belts do not lock when they are fastened without being around something/someone. It is strange...they lock to a certain point, then they release as the seat belt feeds in...we checked the vehicle manual, and it says nothing about what to do with the seat belts when installing a CR with lower LATCH anchors, so the techs decided to wrap the seat belts around the headrests in order to get them to lock. I guess this is OK with me, but what ends up happening is it makes the seat belts more visible to my LO and now my daughter is playing with the center one that doesn't lock either.

The truck has clips on the back side wall that are used to keep the seat belt out of the way for when the back seat is flat, so that is what I had been using, and DD had no interest in playing with the seat belt. The belt buckles/stalks also kind of get in the way of my install...

I think I am going to put them back the way I had them, held back by the clip, but wanted to ask you all if this is something new that is being taught as best practice.

There have been recommendations to lock unused seatbelts, but as you noted, a belt that is simply buckled in is in the 'dead zone' and the lock does not engage.

It not required. If you feel more comfortable with the belt unbuckled and clipped out of the way, go ahead and do it :)
