Thoughts on the new Britax Chaperone

So, my best friend is due with a little boy at the end of July and she is wondering what infant seat to get. She has narrowed it down to either the Keyfit30 or the new Chaperone. I don't know much about the new Chaperone, what are the differences?

Those pages have a good rundown. Only thing I can't find is if the handle must be down on the Chaperone (it can be up on the Key Fit when driving, which I find leads to more people using the seat properly, because remembering to put the handle down can be easy to forget for busy/harried parents...)
