A friend wants to put her 36lb. 2y/o in a Regent but she has a 95 Jeep Cherokee will this work? I can get a rock solid install in dh's 98 Jeep Cherokee just fyi. Also, can they order a top tether for the Jeep? And, last question; can the Regent overhang at all on the vehicle seat?

If your '98 Cherokee is essentially the same as your friend's '95 model, then it's probably a go, but I'm not familiar enough with Cherokees to know if they differ in those model years. :)
The Regent doesn't disallow overhanging as long as 80% of the Regent rests upon the vehicle seating surface. It's not like the Graco Nautilus which does forbid any overhanging of the vehicle seat.
The '95 Cherokee can have 2 tether anchors retrofitted for the outboard rear seating positions but not for the center according to the LATCH manual. There are anchor points in the ceiling, and the Jeep part number is 05003422AB. Parts and labor for retrofitting should be free of charge at a Chrysler/Jeep dealership service department per Chrysler Technical Service Bulletin Number 23-029-08 and the dealership can also find additional information in the Warranty Information Center (WIC) article #1339. It's the same retrofit info. and the same part number for the '89-99 Jeep Cherokees if you need to retrofit tether anchors in your '98 Cherokee, too. :) The challenge might be getting a dealership to honor the free retrofit policy, though. :o Chrysler dealerships are supposed to honor bulletins and any warranty related work despite the recent bankruptcy filing and all, but some dealerships have been known to balk at the retrofit policy even back when the economy wasn't tanking so badly. Trying another dealership or Chrysler corporate might be necessary if a dealership isn't immediately cooperative for you. :o

I just sold my '96 Cherokee. The Regent fit and installed like a dream, but DD had to cross her legs because there isn't much space back there.
Top tethers can be retrofitted; they'll be in the cargo area in the back.
