Where is this seat sold? I don't think I've ever heard of it before.

You've probably heard of Nania. Team-Tex is a French manufacturer of carseats and markets the Nania and Safety Baby brands. They're pretty uncommon- I've never actually seen one. I believe they're used in hospital settings because they're rated from birth.
