I have a 2006 Caravan with the 2 seat bench in the second row. I need to install 2 of these seats for our twins (rear facing) and I'm having a bit of trouble understanding the directions.
1) Does the UAS strap need to be locked in to the yellow latches before tightening the strap?
1a) If not, how do you move the strap into position to lock it down once the strap is tightened. In most cases, the strap is too tight to get into the bracket. The manual is a bit unclear about this.
3) The car seat tech who installed them originally, attached the tether underneath the seat for "added security" he said. True fit says not to do this, but he says to go ahead. Who is right?

Yes, you should tighten the UAS straps down before locking them in. Otherwise, like you said, you won't be able to get an acceptable install.
Sometimes you can tighten the straps incrementally while you keep readjusting them.
Another trick you can do is hook the UAS straps to the anchors and tighten most of the way while still keeping the straps in the lockoffs. Then close and lock the lockoffs. Pull the UAS strap some more to get the last bit of slack out of the straps. Check for less than 1' of movement at the belt path.
Or you could just use the seatbelt. It might lay better in the belt path.
ETA: Yes, I can't believe I forgot about the RF tether question. The tech was incorrect. The First Years True Fit should never be tethered RF. I can understand the tech not knowing that the First Years doesn't allow that, but telling you to go against the manual is a big problem. He really should be reported.

The manufacturer. And any tech who is recommending you go against the manufacturer's instructions needs to be reported...seriously. You need to undo the tethers immediately.

The car seat manufacturer, of course. The TrueFit does not allow use of the top tether for a rear facing install at all.

It looks like you already got your answers. It sounds like you are in Canada. The tech who tethered it rear facing needs to be reported and/or at least notified that tethering rear facing is not permitted by the manufacturer on that seat. Hopefully there is somewhere you can call to report the tech. If not, maybe one of us Canadians on the board can find out for you.

Thanks everyone :)
He'll definately hear from me, as I need to get my money back so I can go get it done somewhere else.
I'll look into reporting it; I'll probably start with the ministry.
