If there's a ff tethered seat in the 2nd row and a rf seat in the 3rd row, can the rf seat be tethered to the leg of the 2nd row seat?
Or are you not allowed to have to seats tethered to one vehicle seat? Surely it's ok right?

It's ok to tether to the RFing seat to the leg of the 2nd row seat, but not the designated top tether location when it's already in use by a FFing seat. You cannot tether two seats to one anchor.
The legs of the seats are very strong. Strong enough to hold an adult male in a crash. That is more than the weight of two child restraints. Also, during the initial phase of the impact, when everything is moving forward, the 2nd row seat will be restraining the seat on the second row, the top tether for that 2nd row FFing seat will be doing its work, and the top tether for the 3rd row RFing seat will be slack. During the rebound phase, when everything is moving back, the forces are less, and that is when the top tether for the 3rd row RFing seat is doing its work.
