it doesn't have any. They weren't added until 2001. GM will retrofit one TA free of charge under Technical Service Bulletin 99-09-40-004a.

I'm pretty sure my SIL's Venture is a 2000, and it has tethers - maybe I'm wrong on the year, or maybe it was made late in the model year. :shrug-shoulders:

Hers has all bench seating, and I think it has 4 tethers - for all the outboard positions.

My friend's 1999 Venture has top tethers for the captain's chairs.

Do you have benches or modular seating (individual bucket seats)?

My 1997 Transport (clone vehicle) had 2 tether anchors for middle row outboard. Check your owner's manual in the child seats section.
