I have tried to install 2 carseats in my mom's 2003 Camry. A Safety First Uptown and a Cosco Scenera. I can't get them tight enough with the latch. Any advice? Also the base of the Scenera seems too strangely shaped to work in her car.

rear or forward facing? Which seating position?

Rear facing- my baby's almost 9 months old.

Try using the seatbelt instead. In my car I found it easier to install the Scenera rear-facing with the seatbelt.
Do you have a pool noodle or tightly rolled towel under the front of the car seat (where babies feet go)? In a lot of vehicles that helps as well.
One last tip, when tightening, either seatbelt or latch, what can make it easier is if you pull the cover back from the seat a bit and pull the the tail of the belt up through the seat. This gives you a better angle for tightening.

I have a 2002 Camry, and have installed the Scenera RF in both center and driver's side. Center is a more difficult install, and must be with seatbelt because the LATCH cannot be borrowed in the middle. Side install with LATCH isn't be too bad, make sure the LATCH strap is routed correctly under the lip on the front of the seat (pictures in the manual), and try a pool noodle or 3 in the seat bight to help the recline.
