One seat in my 2005 suburban has a lap belt only and my kids argue about who sits there. I would love to end the fussing and put a dual belt there. Can this be changed?

It's doubtful. Seatbelts have to be installed in very carefully chosen locations that are strong enough to take the forces of a crash. You can contact the manufacturer and ask, though.
How many children do you have? Lap only belts aren't really safe (but safer than nothing) so if you have two kids, you can end the arguing by ruling that nobody sits there.

As far as I know you can only restrofit outer belts. (Very old vehicles.) You can get the 86-y harness that is meant to provide upper body suppert for those lap-belt only locations. If you have a small enough child you can invest in a high weight harnessing seat for that location.

I have the same vehicle and most of the time, that seat is just kept empty. When I need to use all seats, I put my DDs MA there. It makes for a tight squeeze for the other occupants, but it works when needed.
My manual says that the rear seat will come completely out of the vehicle, though I've never tried it. I've actually considered contacting GM to see if I can order a new seat with 3 lap/shoulder belts but have yet to do it. I'm not sure if that's even an option.

If you came to me at a seatcheck, I would call the dealership and/or Chevy directly (contact info is @ their official site) with you to ask specifically about your vehicle, but chances are there's nothing can be done for such a new vehicle....
If I recall correctly, only the center seat of this vehicle has a top tether anchor. Apparently Chevy thinks parents will only use a carseat in this location? Hm. Anyway, the good news is that the top tether anchor means you can use a Kid-Y or 86-Y harness from www.ezonpro.com :) EZOn has excellent customer service IME, too, so feel free to give them a call.

If you’re speaking of the 3rd row center position unfortunately that seat can't be retrofitted for a lap/shoulder belt. It wasn't until the new body style did they make that position a lap/shoulder belt and those seats won't fit into the old body style.
