Short straps on Apex?

I have had an Apex 65 in my garage for a few months. I finally installed it in a friends vehicle for his almost 4yr old (4 next month) that weighs 50+lbs. She was still in a 40lb EFT. She is on the top slot with some growing room but not much harness growing room. I think the harnesses will be to tight for her before she outgrows is height wise. She is not a chunky girl at all.

I was going to get her older sister one too but I am not rethinking that. She is 38lbs also in a 40lb EFT but she is a little taller but skinny.

Yeah, I noticed this when I had my daughter's friend in ours. She is only 43 lbs. and on the top slots of the Apex; there was barely enough strap to go around her!
