Does a 1997 Jeep Grand Cherokee have top tether anchors?

No, but Chrysler will retrofit TAs for free under Technical Service Bulletin 23-008-00 rev B. It can sometimes be difficult finding a dealer familiar with the program.

It looks like you can only have one added in the center position for the 1997 Grand Cherokee. The part number is 04728952AB.
