Is it okay to install a regent with the short seat belt install for a child under 40 lbs. If you can NOT use the long route? The seat belt isn't long enough in my dh's 96 Monte Carlo.

DOM is Jan. 2007

Yes, it's okay for a Jan 07 DOM. You can make the parental decision to use the old instructions as long as you didn't add the pieces from the advisory- namely, the non-slip strips for the base and longer latch strap.

Have you had a tether anchor installed in his car? GM will do one per vehicle under Technical Service Bulletin 90-09-40-004.

I did add the strips and new latch strap.

I'll fight with it again in the morning. It's sooo close to getting it to reach but I already ripped the seat trying. Maybe I can use this as an excuse to get dh to get rid of his beloved beast. ;)
