i have been getting the run around up here in canada - i have a 2000 dodge caravan. my middle row is 2 sperate seats (not a bench) they are removable if that makes a difference. i am being told is will cost $56.00+ to install, and depending on who i call i am given a different part number.
any ideas??

For Britax and Sunshine Kids Radian convertible child restraints, which are the only child restraint models that allow top tethering in rear facing mode, you use the rear facing D-ring tether connector strap that's included with the child restraint to create a rear facing tether point toward the front of the vehicle, like a front seat rail/leg or front seatbelt buckle stalk. No retrofit necessary, nor is there a rear facing tether anchor from the vehicle manufacturer.
You can have tether anchor hardware retrofitted in your van for forward facing carseat installations, though. :) Here's the current Dodge section of the LATCH manual (an Adobe Acrobat .pdf file) with the tether anchor part number for the 2000 Caravan. All rear seating positions in the van may be retrofitted with a tether anchor for forward facing child restraint installations. This section from the LATCH manual also includes the specific Chrysler service bulletin number which states it should be done free of charge for you:
