So I had to install my signo in my dh's 1998 Jeep Cherokee and wanted your opinion. I'm not quite sure where my 17mo. is going to put his legs :p

yup. ds loved riding rf in my sister's 97 Cherokee (actually, he loves riding ff in it too. must be a boy thing. :)). Here's a not so great shot of his feet. I tried more than once but wasn't very good at turning and snapping pics at stoplights.

Your installation looks fine, but there's no way to tell for sure online. Just make sure it moves less that 1" in any direction at the beltpath. You've got both belt portions through the lock-off, so that's good (though they are optional as your seatbelts do lock at the latchplate). With the Signo you can have the harness right at his shoulders and it should be tight enough that you can't pinch a horizontal fold over his shoulder/collarbone. Is that an ice scraper on the floor? If you live in a colder climate, be sure to follow the rule of "buckle, then bundle". A thick coat can interfere with an appropriate harness fit.

Got it. Thanks! And, no it isn't an ice scraper it was a mop but I took it out ;) And I put the kids in turtle necks with sweat shirts but no jackets so the harness is snug
