I'm installing a Frontier in a 2003 Dodge Ram 1500. There is no manual. I assume LATCH cannot be used in the center. Is that correct? The seatbelt install is terrible. Has anyone dealt with this?

Nope, no center LATCH. Borrowing is vehicle specific in Chrysler vehicles and the LATCH manual doesn't list this as one that allows it. Remember that the TAs are the weird loop ones where you route through the loop directly behind and connect to the adjacent anchor.
Is it a lapbelt only in the center?

It's a lap shoulder belt with a locking latchplate. The belt isn't long enough for me to use the long belt path. Hmm. I'll have to play with it.

Did you try lining the buckle up with the opening in the shell and tightening from inside the beltpath? or twisting the buckle stalk? maybe both?

Meh, it's not wonderful, but it moves less than 1". I really don't like the Frontier. It doesn't seem very Britax-y to me.
It sounds like it has the same belts as the 2500. Twist the belt stalk down three full twists. I have installed on the outboard and in the center.
