I saw in another post, someone suggesting having a ca retrofitted to make a lap belt into a lap/shoulder belt. Is that actually possible???

I know I've seen it somewhere. It's for restoring older cars.

Jean, thanks for that pdf. My son's 2005 Ford truck just has a lap belt in the center back and we were just discussing if he could get a shoulder belt installed back there. Guess not! :(

You're welcome, and bummer about not being able to retrofit the truck. It's a huge peeve of mine that vehicles sold in the U.S. weren't required to have shoulder belts in all rear seating positions until the '08 model year.

This is when I like the www.EZOnpro.com 86-Y harness (168# weight limit with heavy duty top tether anchor provided by its manufacturer: easy to install)

Wow, that's interesting. The one that seems like it would fit her and be most likely to work is the bus kid cam. But does that mean you have to have a bus to get it>

And this one says non adjustable, but then says easy to adjust

And this one has a 66 lb lower limit.

Which one is best for kids 40-60 lbs and the easiest to use, as my son will most likely not agree to something very complicated on a daily basis?

The EZ-On 86Y can be used in passenger vehicles, and can be used with a booster for kids 40-65lbs (the booster is actually required for children that size).

The only tricky is the tether anchor - once the child is over the weight limit on the one that came with the vehicle, you have to install the heavy-duty tether anchor that comes with the 86Y, and that can be tricky or impossible in some vehicles.
