i have one of these is my moms car. It doesn't get used very often. We took it to SafeKids for an install and it has 3 pool noodles underneath..
Lat night I put my baby in it (8.5 months) and
1) I feel like it moves too much, not a TON but maybe more than it should??
2) I feel like I can't get the harness as tight as it should be, and I can't seem to pull the adjuster strap any more than I did.
3) The seat seems a tad tilted maybe?
I just don't feel 100% sure about this install, as well as getting the harness tight enough!
I paid the required $25 "donation" fee already. If I go back will I have to pay it again?? I just don't feel like maybe its totally perfect...

I've never known Safe Kids to have a required donation fee. On our SK check forms there is a place for parents to check yes or no if they want to donate.
1. A seat can move up to 1" side to side at the belt path. It does not need to be welded to the car.
2. Was the tech able to get the harness tight enough? I wonder if the harness is catching on anything. I have zero real life experience with this seat.
3. Sounds like they locked the seatbelt. Not an issue unless the seat continues to tip over time.

if it's RF, reach behind the seat and find the splitter plate where the shoulder straps of the harness attach and make sure it isn't catching on anything. The while pulling the adjuster strap, push downward on the splitter - if the baby's small enough, it could be getting hung up where it goes around the curve under the baby's bum.
Where exactly does it feel loose? Check it at the beltpath to make sure it's tight. An untethered RF seat WILL have play at the top of the seat, but shouldn't at the beltpath.

Baby stores sometimes do charge a required fee, but if you can tell us your location, maybe we can help you find someone locally who will check it for free? The vast majority of techs do NOT charge for their services (though donations are accepted, and really do help offset the cost of the tech's gas to get to and from the check, pool noodles and other supplies needed, etc.).
You can find a Car-Seat.org tech in your area here (http://www.car-seat.org/showpost.php?p=574704&postcount=1), or search the Safe Kids CPS certification site for techs in your area here (https://ssl13.cyzap.net/dzapps/dbzap.bin/apps/assess/webmembers/tool?pToolCode=TAB9&pCategory1=TAB9_CERTSEARCH&Webid=SAFEKIDSCERTSQL). :)
