I finally got the seat rock solid in my mom's car. This is the lap shoulder belt. Is the buckle ok where it is or is this unacceptable?

Is that a locking latchplate? If so, I would be concerned about it pushing against the beltpath. At the very least, I would flip the male end 1/2 twist (180 degrees).
Have you twisted the buckle stalk?

It is a locking latchplate. I see the angle of it and I share your concern about it loosening at that angle, but let me tell you this no matter what I do it doesn't loosen like that. When the BV is installed i have to use the FF lockoffs because it does loosen at whatever angle the BV beltpath makes it be.
I will try flipping the latchplate though, to be on the safeside. If that fails would it be ok to use a locking clip with a locking latchplate?
I did try to twist the belt stalk, but the beltstalk is attached just out of sight in the seat bight and when I twist it once it makes the whole thing go at a wonky angle and I can't tighten it at all.
