By "everywhere" I mean all retailers, or do some do it and some not? I have a coupon for Target so I want to order it there if possible.

It is not a mandatory sale. It is only a time where Britax allows retailers to have a sale if they want to. They do NOT reduce the wholesale or anything. It is just a set time where the retail price policy doesn't apply.
