I've briefly read through this and quite frankly don't understand alot of what is in here. Section so and so of subsection so and so. Is anyone familiar with the sections and subsections being quoted in this order? How does this order differ from the order released by Transport Canada in May 07? This order is dated May 10/08

I just find it kind of confusing and am hoping someone that is familiar with this could clarify a thing or 2....
I apologize if this has been mentioned in a previous thread but I could only find mention of the interim order from May 07.

From what I understand, this is another step towards the permanent legislation being put into place to allow seats with harness weight up to 30kg. In order to certify seats to 30kg, it aligns the CMVSS 213 standards further with the FMVSS 213 standards.
In short, in order for a manufacturer to certify a seat to higher weight limit in Canada, it defines that the testing procedure match the FMVSS procedure, with the exception that top tether must be used at all times and the resultant head excursion meet the top tethered FMVSS 213 limit. (CMVSS 213 and FMVSS 213 head excursion was already the same when comparing the max head excursion allowed by FMVSS 213 seats when tethered.)
It also is addressing the crash test dummies to be used during different tests depending on the weight limit of child the seat is designed to be used by. There is an August 1, 08 date in there, which make me wonder if this is the move from hybrid II dummies to hybrid III dummies, but there is insufficient information without referencing the FMVSS applicable subsections to know if that's the reason for the Aug 1st differentiation. (Right now CDN regulations have had manufacturers using the hybrid II family of dummies while the US has switched to using hybrid III dummies awhile back - this has contributed to longer length of approval in seats between Canada and the US because separate crash tests have to be performed due to the different dummies.)
This new order breaks down the seats into ranges of weights, and as soon as the maximum weight of child the seat is designed to hold exceeds 22kg (48.5lbs,) then the FMVSS crash test bench assembly and procedures become applicable.
The wording is rather tricky, but with any luck Allport will be able to provide some additional clarification.
Oh, this order also addresses maximum weight limit for integrated child restraints in vehicles and the crash test dummies being used with them, so that's the reason for the inclusion of changes to the "Motor Vehicle Safety Standards." Integrated child restraints fall under the responsibility of the automobile manufacturers to be sure they adhere to standards.

The Order posted in 2008 is just an extension of the 2007 order. Orders only last one year, so it had to be extended. The regulations are being worked on to include the higher weights and other changes that Transport Canada feel necessary to keep the kids safe! Hopefully there will be a Part I (the first part of changing any Act/Regulation) put forward in the House this fall. All fingers are crossed!
