I'm too tired right now to go downstairs and get my LATCH manual, but if no one else has I'll get it for you in the morning.

What's your budget, and what seat is he in now? Do you have headrests in your car?

According to the LATCH manual, up to 3 top tether anchors can be retrofitted in the '94 Saturn SW1 or SW2 wagon, and one should be done for free per GM Service Bulletin Number 99-09-40-004, dated January 2000. Usually GM retrofit anchor part numbers aren't listed in the LATCH manual because they change frequently and the dealerships are supposed to have the current part information. However, the LATCH manual does actually list a retrofit anchor part number for your Saturn. It's part number 21048023, and there are 3 8mm weld nuts under the rear door in the lower trim panel at the back of the cargo area. You need to refer the Saturn dealership's service department to the above GM service bulletin and the tether anchor part number to get the ball rolling for you for retrofitting, and I hope this helps you out. :)
