What is the top harness measurement on this seat?

The bottom three clicks are for harness mode and the rest are for booster only, right?

Mine was 17" & had the bar across the back to adjust harness height: I don't remember the details about booster use because we only ever tested ours in booster mode without real use other than for harness....
