My in-law has a 97 Honda Accord. Is there any TA equipped? Where can she found them? TIA.

If it is a US model. there are no tether anchors there now, but they can be easily installed - does she have the vehicle manual?

Yes, it is a US model. However, I doon't think she got the vehicle manual as she bought it used. If there is no TA, how can I install the TF car seat when it is in FF? Is it require to use TA?

Unless you're in Canada, where top tethering forward facing harnessed carseats is mandatory, then no, technically you wouldn't need to top tether the TF (I'm assuming TF stands for True Fit). But top tethering does play an important role in reducing head excursion during a crash and it's highly recommended to do so if you can have the car retrofitted with an appropriate tether anchor.
You can retrofit the Accord with up to 3 top tether anchors, and there are three 8mm weld nuts in the rear filler panel. Honda unfortunately doesn't retrofit tether anchors for free. The tether anchor part is Honda part number 82410-SE3-C01 called a "plate assembly," and the part costs approx. $13 each from a Honda dealership, or slightly less if you can find an online part source. The owner's manual is supposed to have instructions for installing the tether anchors and it's probably a do-it yourself task with a torque wrench if you can locate the instructions. I'm not sure of the labor costs if you were to have the Honda dealership install for you.

I don't have my LATCH manual handy, but there should be a technical service bulletin for top tethers - dealers are "supposed to" install for free but many don't know about the program (manufacturers reimburse dealer for labor).

The free tether anchor retrofit programs and pertinent service bulletins are indeed the case for domestic U.S. brands such as GM, Ford, and Chrysler, but Honda doesn't have such a program or bulletin according to the LATCH manual, unfortunately. Believe me, I looked before posting the part info. above from the LATCH manual for the OP. :)

We had that vehicle back in the day when we had 1 and 2 kids... That was when tether anchors were pretty new. The car seats came with the universal tether kit. The civic has these little round caps in the back. You just pop them out and install the anchor there. It is really easy, so you don't need to pay the service center to do it.
