Where can I find documented proof about carseat laws regarding buying/selling used carseats in Canada?

I have been googling for a century, but I am not finding anything. Does anyone know where I can find this info?

I did look all over there, but I wasn't able to find anything about the laws if selling a used carseat. I did however, find this page:

so I used that.
