Graco Nautilus harness question

I did a quick search and I couldn't find my specific question.

My nephew just got the nautilus and he is on the second from bottom harness slots but the headrest comes down over the slots, is that okay?

I hope that makes sense.

The headrest needs to be put as low as possible without covering the slots.

No... According to Graco, the headrest may not slide over the harness straps even if that looks to be the correct position for it according to the manual and picture sewn onto the car seat. Slide the headrest up one notch. :)
