I was browsing and how in the heck does a car seat lets take the Cargo for ex. pass at extra 8lbs in Canada for harness but doesnt pass booster up to 100? We know a little about how US test seats does anyone know how Canada test seats? Its just strange that booster can pass at 100lbs in the US and another country only 80lbs. Does Canada have lower pass limits maybe? for head movement in US its 32 inches so it pass at 100 but in Canada maybe the head movement has to be below 32 inches so it can only pass at 80lbs. for harness Canada must use tether and US its not a requirment thats why they can pass the same seat for an extra 8lbs.
If its just the tether thing it would be nice for the manufactors to say you can still use it 40-48lbs if you tether the seat like the Regent and Frontier have to be tethered past a certain weight to keep using it.

Graco has indicated that the Cargo sold in Canada and the Cargo sold in the US are structurally different. Beyond that, I can't comment specifically on difference in booster limits because we do have boosters with higher weight limits in Canada.
As for differences in other seats, the US and Canada have different standards that carseats have to meet in order to be sold. Some of the parts of the standards are the same and some of them differ enough that we get different limits.
There are some boosters available in Canada with weight limits up to 100lbs right now, and the Monterey when it arrives will be rated to 120lbs. For the most part, it's up to the manufacturer to decide what weight they want to rate the seat to provided it still meets CMVSS 213 standards.
FWIW, I have my doubts that any child over 80lbs would fit the Cargo in booster mode anyways unless he/she wasn't very tall. And then it probably wouldn't be very comfortable since the cargo is a more narrow seat than others out there.

Having compared a US and Canadian Century NextStep, there were NO visible differences. I talked to Century about this--and they admitted that the only difference was a 1/4" piece of comfort foam (which I did observe) and the shells, covers, etc were the same. The only difference was that in Canada, top tethering was legally required whereas in the US it was not.
{At the time, I was living in California and wanted to know if I could use my Century NextStep to 48lbs harnessed...We only had 40lb harnessed seats back then.}
