top tether anchor instructions

Does anyone have, or know where to get, top tether installation instructions for a 1999 Plymouth Voyager?
Do the instructions only come with the part? That is what my dealer has told me.
And out of curiosity, can I buy the part (04864118AB) without going through the dealer?

I had anchors installed free of charge already, but the service guys seemed very incompetant and I believe one is installed incorrectly.

The dealership can print out the instructions. I asked for them while researching tether points for my Dodge truck.

I would also refer to a copy of the LATCH manual...if you can get one from a tech near you to let you see Chapter 6 on installing anchors or order a manual for yourself...this is also a helpful resource as well as info from the dealer...

I believe the service guys at our dealership when they say that they can not print out the instructions and that they don't know where to find the instructions.
I ordered two more anchors, should get them on Tues. and I plan on installing them myself (and when I say myself, I mean forcing my DH)
Hopefully he can make sure that the first two were installed correctly.
