This may be a silly question, but my car has a LATCH system weight limit of 60lbs. The car seat we are looking to buy can be used in harness longer than that. So after that 60lbs do we use the seat belt to secure the seat in the car?

Yes, you can use your seatbelt to install your car seat up to the weight limit of your car seat harness. The car seat manual will give instructions for a seat belt install, and you can always come back here if you still need help after reading the manual. I also recommend reading the child restraint portion of your vehicle manual - sometimes there are tips or restrictions specific to your vehicle.
Just out of curiousity, what type of vehicle do you drive? As far as I know, only Subaru and Bentley have a specific 60 lb LATCH limit.

What seat are you looking at? As a Subaru owner, seatbelt installs can sometimes be tricky.

Most children outgrow harnessed seats by height before weight, so you might not even make it to 60 pounds before the harness slots are too short and it may not even be an issue (for example, the 'average' eight year old weighs 56 pounds)
