I have read the owner's manual and am still confused the center seat LATCH. Do you all know if I am able use the center seat lower anchors or are those for the outside seats?

No, you cannot use the outboard LATCH anchors in the center.

VWs have sets of lower LATCH anchors for the outboard rear seating positions only, and VW doesn't allow "borrowing" the outboard lower LATCH anchors to do a center installation. You can opt to install in the center with the seatbelt (provided that the center rear position is an actual seating position with a seatbelt, of course; VW Beetles, for instance, don't have a center rear seating position ;)), or install outboard using the seatbelt or LATCH. LATCH isn't considered safer than a seatbelt installation, or vice versa. What counts is a proper installation with less than one inch of movement at the child restraint's belt path, using an allowed installation method for the vehicle seating position. :thumbsup:
