It used to be legal and conformed to CMVSS (back in the time when my older 2 kids were still in their RAs - 2000 to about 2002/2003). But I have not followed it much so I have to check again.

i read years ago those weren't safe bc they flipped over easy when using it as a stroller. i don't know that much about the seat though.
