I need to install my graco snugride base using a shoulder/lap belt. My problem is the locking clip - do you HAVE to use it? The female end of the seat belt is very long so I have to twist it 3 times to get a good install. If I do that the locking clip will be sitting inside the base in order for it to be 1/2 inch away from the clip. (I hope that makes sense!) Is it ok to not use the clip and just have the seat belt lock when we install it?

As long as your seatbelt locks then it's not mandatory to use the locking clip (that's it's official name, just fyi). But... you'll want to make sure that the shoulderbelt isn't pulling your seat up into a rakish tilt...it could happen in one day, it could take a couple months, and it may not happen at all, but you might find that the locking clip is ultimately easier than constantly reinstalling the seat (it's ok if it's in the belt path, as long as it's right next to the seatbelt's latchplate).
