I was wondering what the safest installation is for having a toddler and an infant in the back seat. Should the infant be in the center or is it fine to have them on either side?

It depends. You want to have the least protected child in the safest spot in the car. FF is less safe than RF. The centre offers more protection to the child than an outside seat.

Is the toddler RF or FF? If RF, the toddler should be on the outside and the infant in the centre. If FF, the toddler should be on the inside and the infant on the outside.

If you can't fit their seats side by side, it is okay to have them each on an outside seat.

Like the PP said ideal we want the least protected child which will be a ff'ing child in the safest seating position in the vehicle. Which is the center seat.

In a lot of vehicle with certain carseats a side by side installation isn't possible. In that situation I would put the older child in the passenger outboard & baby in the driver outboard if it allows the driver enough leg room. If you have to parellel park this puts your curb side for the older child which is usually the one that takes longer to harness since baby is in an infant seat. All you have to do is walk to the other side and snap the infant seat into the base. So, Less time standing in the street.
