Flex Loc belt path?

Can someone explain to me where on the base of the Flex Loc the seatbelt is supposed to go? The diagram in the owner's manual is kind of ambiguous and I want to make sure I have it right. On our Snugride the belt comes up from the bottom and threads through the belt path. It looks like the Flex Loc just has the two pieces of thin plastic to hold it though instead of threading through the bottom of the base. Is that right or am I missing something?

From summary on manufacturer CD by Safety Belt Safe U.S.A.:
The vehicle belt is routed through slots on top of base
Do not place shoulder portion of belt (if present) into slots but
allow it to rest against vehicle seatback.

It looks like goes in on side out the other from the diagram on page 27 of the 04 maual.
